Do this now: water in an NYC house or apartment
- Stop the water at the main valve or the fixture valve. In an apartment, tell the super or landlord now; a leak from the unit above is theirs to stop.
- Keep away from water near outlets or ceiling lights. Shut off power at the breaker only if you can reach it from a dry spot.
- Sewage or floodwater: keep people and pets out of it, and do not use gas appliances the water reached until a professional inspects them, FEMA says.
- Photograph every wet room, ceiling stain and damaged item before anything is moved or thrown away.
- Call your insurer to open a claim. Do not sign an assignment of benefits or any contract that hands your claim to a contractor.
- Start drying. The EPA says wet materials dried within 24 to 48 hours usually will not grow mold.
Water damage restoration in NYC is the removal of water, drying of the structure and repair of what cannot be saved after a leak, burst pipe or backup; HomeAdvisor's 2026 national average is $3,868.
Is it an emergency? Signs you need a restoration company today
Water damage is an emergency when it is spreading, touching wiring, coming from sewage, or sagging a ceiling, and the clock matters because the EPA's mold window is 24 to 48 hours. Clean water from a supply line costs $3 to $4 a square foot to extract and dry, while sewage runs $7 to $7.50, HomeAdvisor's 2026 data shows, so a backup costs roughly twice as much per foot. If a pipe is still leaking, call a plumber first: emergency plumber in NYC.
Who pays for the leak in NYC: owners, service lines and DEP
In New York City, the owner pays for water and sewer service lines all the way to the city main, because DEP says property owners are responsible for all plumbing inside and outside the property. DEP's partner American Water Resources sells line coverage billed on the water bill: $84.84 a year for the water line and $143.04 for the sewer line, with no service fee or deductible on covered repairs.
A big leak also shows up on the water bill. DEP's Leak Forgiveness Program credits half of a high bill caused by a leak that pushed the bill to at least 200% of normal, if you repair it and apply within 120 days; proof from a licensed plumber adds up to 180 days. You can use it once every two years. DEP customer service: (718) 595-7000.
Mold after a leak: New York's 10 square foot rule
Mold work larger than 10 square feet in New York requires a state-licensed mold assessor and a separately licensed remediation contractor, and no licensee may do both the assessment and the remediation on the same project, the state Department of Labor says. Owners working on their own property are exempt. Licensed contractors can be looked up on Open Data NY; the DOL License and Certificate Unit is (518) 457-2735.
For apartment buildings, Local Law 55 of 2018 makes owners of multiple dwellings inspect units and common areas for indoor allergen hazards at least once a year. Visible mold under 10 square feet in a room is a non-hazardous violation, 10 to under 30 square feet is hazardous, and 30 square feet or more is immediately hazardous. Owner-occupied co-op and condo units and NYCHA units are excluded. Costs and methods are on mold remediation.
Insurance in NYC: call your insurer, photograph first, never sign over the claim
The Insurance Information Institute puts the average water damage and freezing claim at $15,400, which is why the insurer should hear from you the same day. Take photos before cleanup starts, keep damaged materials until the adjuster says otherwise, and keep every receipt. Do not sign an assignment of benefits or any contract that hands your insurance claim to a contractor.
