Do this now: a leak or burst pipe in an NYC home

  1. Smell gas? Leave first, then call 911 from outside. Do not switch lights or appliances on or off on the way out.
  2. Stop the water. Angi's advice is to shut off the main water valve, or the valve on the fixture that is leaking.
  3. Water near outlets or a ceiling light: shut off power at the breaker only if you can reach the panel from a dry spot.
  4. Renting? Tell the landlord right away and report no hot water or no heat to 311. HPD requires hot water of at least 120 F every day of the year.
  5. Photograph the damage and keep every receipt. DEP's Leak Forgiveness Program needs the repair finished and the application in within 120 days of the high bill.
Definition

A plumber in NYC is a tradesperson who repairs water, drain, sewer and gas piping; plumbing permits in New York City can only be pulled by a Licensed Master Plumber. Angi's 2026 New York City average for a plumbing job is $353.

Who can do plumbing work in New York City

In New York City, plumbing permits must be obtained by a Licensed Master Plumber (or a licensed fire suppression piping contractor), and that licensee arranges the Department of Buildings tests and inspections, DOB's permits page says. Repairs and replacements that do not involve construction go through a Limited Alteration Application filed in DOB NOW: Build. In an emergency, the licensee can file an Emergency Work Notification and start before the paperwork.

Check the license before anyone opens a wall. DOB's Find Licensed Professionals page has a lookup for licensed plumbers and a disciplinary directory, Know Your Construction Professional, going back to 1998. Plumbing is not covered by the city's Home Improvement Contractor license, which DCWP says excludes plumbing work. The national plumber cost guide explains hourly rates and service call fees.

Water and sewer lines: the owner pays in NYC

New York City property owners are responsible for all plumbing inside and outside the property, including the water and sewer service lines out to the city mains, DEP says. That makes a break under the sidewalk or a collapsed sewer lateral the owner's bill, not the city's.

DEP's partner, American Water Resources, sells protection plans billed on the DEP water bill: $84.84 a year for the water line and $143.04 a year for the sewer line, with unlimited covered repairs and no service fees or deductibles (exclusions apply). DEP's 2025 water quality report adds that its Lead Service Line Replacement Program expanded in 2025 to eligible properties in the Bronx and Queens, backed by $72 million in grants and interest-free loans. For costs, see sewer line repair and drain cleaning.

Is it an emergency? When to call a plumber tonight

A burst pipe, a sewage backup, a gas smell or water coming through a ceiling are emergencies in NYC, and freezing weather adds to the list: Central Park averages 67.3 nights a year at or below 32 F, NOAA's 1991 to 2020 normals show. Angi's 2026 New York data puts emergency plumbers at $150 to $450 an hour, and holiday calls at $250 to $500 or more an hour, so a slow drip under a sink can wait for daytime rates. More on night calls is on emergency plumber NYC, and frozen lines on frozen pipes.

Leak on your NYC water bill: DEP's Leak Forgiveness Program

DEP credits half of a high bill caused by a leak if the leak pushed the bill to at least 200% of normal (150% where there is no meter data), the leak is repaired, and you apply within 120 days of the bill. A licensed plumber's proof of repair buys up to 180 more days. You cannot have had forgiveness in the past two years, and the final bill cannot drop below 150% of your typical bill. Apply by mail or as a high bill dispute in My DEP Account; DEP customer service is (718) 595-7000.

Smell gas? Leave the building, then call 911 from outside. Water near outlets? Shut off power at the breaker only if you can reach it from a dry spot.

Water heater repair NYC: costs and the 120 F rule

Water heater repair in NYC runs $290 to $1,850 in Angi's 2026 New York emergency guide, against HomeAdvisor's national range of $228 to $1,017 and a $616 average. For water heater installation in NYC, HomeAdvisor's 2026 national range is $800 to $2,000; no publisher we checked lists a city figure.

New York City water is soft, which is easy on tanks: DEP's 2025 report shows hardness averaging 32 mg/L, or about 2 grains per gallon, across 313 samples. Rented apartments must get hot water of at least 120 F every day, HPD says, so a building's heater failing is a 311 matter for tenants. CPSC recommends 120 F at the tap to prevent scalds. Swapping a heater is plumbing work, so the Licensed Master Plumber on the job decides whether DOB paperwork is needed. See water heater repair and water heater replacement cost.
