Do this now: water in a Chicago basement or ceiling
- Stop the source: shut the main water valve if a pipe burst.
- Do not wade into a flooded basement if water may reach outlets, the furnace or the panel. Cut power only from a dry spot.
- Gas smell: leave and call Peoples Gas at 866-556-6002 or 911 from outside.
- Street flooding or water backing up from the sewer: call 311 and ask for the Water Management Leak Desk.
- Photograph every room and item before cleanup, then call your insurer.
- Start drying within 24 to 48 hours; the EPA says that usually prevents mold.
Call your insurer too, and photograph every wet or burned area and item before anything is moved or thrown out. Do not sign an assignment of benefits or any contract that hands your insurance claim to a contractor.
Water damage restoration in Chicago is pumping out water, drying the structure and repairing floors, drywall and ceilings after a burst pipe, roof leak or basement backup. HomeAdvisor's 2026 national average is $3,868.
Is it an emergency? Chicago water damage that cannot wait
Water damage is an emergency when water is still coming in, sewage is in the basement, a ceiling is sagging, or water reaches wiring or the furnace. Call right away. A dried stain from an old leak can wait for a weekday inspection. Winter adds risk in Chicago: O'Hare averages 121.3 days a year with a low at or below 32 F, NOAA's 1991 to 2020 normals show, and pipes in basements and crawl spaces freeze first, the Red Cross says. Heavy rain does the rest: O'Hare averages 8.3 days a year with an inch or more of rain. Fix the pipe through plumber in Chicago and the drying through this line.
Water damage in Chicago basements: Rainblockers and private drains
Most Chicago water damage calls start in the basement. The City installs Rainblocker inlet restrictors in street catch basins so heavy rain backs up into the street instead of into basements, the Department of Buildings says; to have an ineffective one checked, call 311 and ask for the Water Management Leak Desk. If a camera shows your drain line is broken under the street, the City's Private Drain Program repairs the section from the sidewalk to the center of the street at no cost for homes of up to 4 units. Your own policy may treat sewer backup as a separate coverage, so ask your insurer. Cleanup steps for sewage are on sewage cleanup, and basement-specific steps on basement flooding.
Leak Relief: getting your Chicago water bill reduced
Chicago's Leak Relief Program, a pilot running through December 31, 2026, reduces charges for the leak period to the property's typical average use. It covers owner-occupied or owned single-family, two-unit and three-unit homes, is not income-based, and applies only to a leak on the outdoor underground service line between the meter vault and the building that the Department of Water Management confirms. It is one time per account, for leaks repaired on or after January 1, 2023, and takes about 30 days. Call 312-744-4426.
Mold after a leak: Chicago's 311 route for renters
The Chicago Department of Public Health lists mold among the complaints it responds to through 311, and it tells renters whose landlord will not fix a leak causing mold to file with the Department of Buildings, "stating the cause of the water leak." Illinois also has a Mold Remediation Registration Act that lets the state health agency register mold professionals, the Environmental Law Institute's 2024 summary says. Costs and EPA cleanup limits are on mold removal and remediation cost.
Signing a restoration contract in Illinois
Illinois' Home Repair and Remodeling Act requires a written contract before home repair or remodeling work over $1,000, and the contractor must give you the Attorney General's "Home Repair: Know Your Consumer Rights" pamphlet before you sign. The pamphlet says you have 3 business days to cancel a contract signed at your home. Read every page a restoration company hands you on the first night, and do not sign anything that assigns your insurance benefits to the company.
