Do this now: no heat in a New York City home

1. Gas smell or a carbon monoxide alarm: leave, then call 911 from outside. CPSC says not to search for the source or go back in until responders clear it.
2. If you rent, heat is your landlord's job during heat season. Report no heat or no hot water to 311.
3. If you own the house, check the thermostat, the boiler's emergency switch and the breaker, and make sure the fuel valve is open (Bryant). On an oil boiler, check the tank level.
4. Hot water system: read the pressure gauge. Carrier says about 1 to 1.5 bar is typical where that scale applies.
5. Keep pipes from freezing: open sink cabinets and drip cold water from faucets on outside walls, the Red Cross says. See frozen pipes if water has stopped.
6. Never heat with the oven or stove. The CDC says it is not safe.

NYC heat season: the 68 F and 62 F rules

New York City requires heat from October 1 to May 31, HPD says. From 6 AM to 10 PM the inside temperature must be at least 68 F whenever it is below 55 F outside, and from 10 PM to 6 AM it must be at least 62 F. Hot water must reach at least 120 F every day of the year. Tenants report violations through 311.

If you rent out an apartment, check how HPD's rules apply to your building before heat season, because a boiler that fails between October and May can leave the building short of the legal minimum. Either way, no heat in a freeze is an emergency HVAC repair.

Is it urgent? When a boiler call cannot wait

Call now if the boiler is out and it is below freezing, if you smell gas or fuel oil, if a CO alarm sounds, or if the relief valve is spraying. Central Park averages 67.3 nights a year at or below 32 F, NOAA's 1991 to 2020 normals show, and the record low is -15 F, set Feb 9, 1934, the National Weather Service says. HomeAdvisor's warning signs are an orange or yellow flame, banging or whistling, and pressure that jumps around. If an alarm is going off, follow carbon monoxide alarm going off before anything else.

HRA's heating equipment grant: up to $4,000 to repair

New York's HEAP Heating Equipment Repair or Replacement benefit (HERR) can repair or replace a furnace, boiler or other essential heating equipment for eligible homeowners: up to $4,000 for a repair and up to $8,000 for a replacement, once every ten years. HRA opened the 2026 to 2027 benefit on Oct 1, 2026. Apply in person, by fax at 917-639-2900, or by mail to P.O. Box 1401, Church Street Station, New York, NY 10008. HERR is a state program run in the city by HRA.

Who can work on your boiler in New York City

The Department of Buildings licenses the trades that touch a boiler. Plumbing permits must be obtained by a Licensed Master Plumber (or a fire suppression piping contractor), and Licensed Oil Burner Installers are a separate DOB license class that can file Limited Alteration Applications for oil burner work. In an emergency, these licensees can file an Emergency Work Notification and start before the paperwork. DOB's boiler inspection cycle runs January 1 to December 31, with internal and external inspections for low and high pressure boilers, and the owner is responsible for safe operation. Repair the boiler or switch to a heat pump?

HomeAdvisor says boilers last 15 to 20 years and suggests replacing one past 15 that needs frequent repairs. Con Edison advertises savings of up to $10,000 when a heat pump becomes the primary heating source. The IRS says the federal 25C credit does not apply to anything placed in service after December 31, 2025. Compare boiler replacement cost with heat pump installation cost before you decide.
