Do this now: water in a Washington, DC home
- Stop the water: close the main shutoff or the fixture valve.
- Keep away from wet wiring. Shut off power at the breaker only if you can reach it from a dry spot.
- Sewage coming up a floor drain or tub? Call DC Water's 24-hour line, (202) 612-3400, and keep people and pets out of that water.
- Photograph every wet room before anything is moved or thrown out, then call your insurer.
- Start drying. The EPA says that if wet materials are dried within 24 to 48 hours, in most cases mold will not grow.
- Do not sign an assignment of benefits or any contract that hands your claim to a contractor.
Water damage restoration in Washington, DC is extracting water, drying the structure and repairing what got wet after a leak, a burst pipe or a sewer backup; HomeAdvisor's June 2026 national average is $3,868.
Is it an emergency? Sewer backups and frozen pipes in DC
A sewer backup is an emergency in any DC home because it is black water: HomeAdvisor prices Category 3 cleanup at $7 to $7.50 per square foot, about twice the rate for clean water. A burst pipe that ran for hours, water reaching outlets or a sagging ceiling also cannot wait. A small clean-water leak you have stopped can be dried by a scheduled visit, as long as drying starts within the EPA's 24 to 48 hour window.
Freezes are the other trigger. Reagan National averages 60.1 nights a year at or below 32 F, NOAA's 1991 to 2020 normals show, and pipes on outside walls or in unheated spaces are the ones that split. The American Red Cross says to let cold water drip from faucets served by exposed pipes and to keep the heat no lower than 55 F when you are away.
Who pays for a sewer backup in Washington, DC
Sewer backup cleanup and damage are most often the property owner's responsibility, DC Water says. The owner maintains the service line and clears clogs in the lateral. If DC Water inspects its main and finds it clear, you hire a registered master plumber at your own expense; if a plumber finds a blockage in the public portion of the lateral, the plumber must report it to DC Water.
If you believe DC Water's system caused the damage, its claims line is (202) 787-2052. Check your own policy for sewer backup coverage. Clearing the line itself is covered on plumber in Washington, DC; sewage cleanup steps are on sewage cleanup.
DC Water's Floodproofing Rebate: up to $3,000
DC Water reimburses up to $3,000 for floodproofing measures such as backwater valves, flood barriers and regrading. The program is limited to the greater Bloomingdale and LeDroit Park drainage areas, and a backwater valve has to be installed by a licensed plumber under a permit. Outside those neighborhoods, ask a plumber what a backwater valve would cost on your line.
Old pipes and old houses: why DC basements flood
Most of DC Water's sewer pipes are about 85 years old, the utility says, across roughly 1,800 miles of sanitary and combined sewers. The housing above them is old as well: the Census Bureau puts the median DC home's year built at 1958, against 1980 nationally. Old supply lines leak too; DC Water's RLAAP and RLRAP programs give income-eligible CAP customers a no-cost leak assessment and, if funds allow, a no-cost repair (202-354-3600). Hidden leaks are covered on leak detection.
Leak fixed but the floor or drywall is still wet? Call the water damage line and ask for a written drying plan before work starts.
Fire damage restoration in Washington, DC: $3,083 to $52,031
Fire damage restoration costs $3,083 to $52,031 for most homeowners in HomeAdvisor's June 2026 national data, with a $27,477 average; HomeGuide puts most jobs at $4 to $7 per square foot. A fire also leaves water damage from the hoses, so drying is part of almost every fire job. Do not go back in until fire officials say it is safe, the American Red Cross says, and do not throw damaged items away until they are inventoried.
Your insurer will usually want the fire report. DC Fire and EMS takes fire report requests through the DC FOIA portal, myfoia.dc.gov; its headquarters is at 899 North Capitol Street NE, Suite 3100, and records questions go to (202) 673-3397 (general line (202) 673-3320). Photograph everything, call your insurer, and do not sign over your claim. Next steps and national prices are in fire damage restoration and smoke damage restoration.
Mold after water damage in DC
DC sets a 10 square foot line for mold: DOEE's mold fact sheet says a landlord must use a DOEE-licensed mold assessor and remediator for mold areas larger than 10 square feet, while 10 square feet or less may be handled by someone without a license. If drying started late, see mold removal in Washington, DC for costs and the rental rules.
