Do this now: mold in a New York City home

  1. Find and stop the water: a leak from upstairs, a roof or parapet, a radiator valve or a bathroom with no working fan. The EPA says materials dried within 24 to 48 hours usually will not grow mold.
  2. Keep anyone with asthma or a mold allergy out of the room; the CDC says their reactions can be severe.
  3. Photograph the growth with something for scale, because New York's thresholds are measured in square feet: 10 and 30 in a rental, 10 for the state license.
  4. Renting in a building with three or more units? Tell the owner in writing and call 311 if it is not fixed; Local Law 55 makes mold a housing violation.
  5. Own it? Under 10 square feet the EPA says you can usually clean it yourself, and New York exempts owners working on their own home. Above 10 square feet, hiring the work out means a licensed assessor plus a separate licensed remediator.
  6. Call your insurer if the cause was sudden, and do not sign any contract that hands the claim to a contractor.
Definition

Mold removal in NYC, or mold remediation, is finding the moisture source, containing the area, removing or cleaning moldy materials and drying. Angi's October 2025 New York City guide puts partial jobs at $1,314 to $3,783, with a $2,541 average, and says a whole home can pass $20,000.

Is it urgent? New York's square-foot thresholds

New York City gives mold a number. Under Local Law 55 of 2018, visible mold in a rental unit under 10 square feet in one room is a non-hazardous violation, 10 to under 30 square feet is hazardous, and 30 square feet or more is immediately hazardous; in common areas the hazardous line is 30 square feet on one floor or 50 in aggregate. Mold after sewage or flooding, mold in the HVAC system, and symptoms at home (coughing, wheezing, burning eyes, a rash, on the CDC's list) are urgent at any size. A small patch on tile grout can be scheduled. Angi prices a NYC bathroom at $800 to $3,000 and a basement at $800 to $7,500. Water still coming in? New York's mold license: Article 32 and the no-both rule

Since January 1, 2016, New York State Labor Law Article 32 has required that work on mold areas greater than 10 square feet be done by a Department of Labor-licensed mold assessor and a licensed mold remediation contractor, and the DOL's FAQ says "no licensee shall perform both mold assessment and mold remediation on the same project." The assessor writes the plan and does the clearance; the remediator does the removal; they cannot be the same company. Residential owners doing work on their own property are exempt. Look up a license on Open Data NY (search "mold") or call the License and Certificate Unit at (518) 457-2735.

Local Law 55: what a New York City landlord must do about mold

Local Law 55 of 2018 requires owners of multiple dwellings to investigate every unit and the common areas for indoor allergen hazards, mold among them, at least once a year, and to fix them with safe work practices. Owner-occupied co-op and condo units and NYCHA apartments are excluded. The square-foot classes above set how fast a violation must be corrected. For a renter, the practical path is written notice to the owner, then 311, and a note that the state license rules apply to whoever the owner hires once the patch passes 10 square feet. The City's HPD mold page could not be read for this guide; the thresholds come from the law's text.

Where mold shows up in New York City housing

New York City's median home was built in 1952, and 2,901,501 of 3,678,486 units, 78.9%, predate 1980, with 1,405,250 built in 1939 or earlier, the Census Bureau's 2020 to 2024 survey shows. Central Park's normal year brings 49.52 inches of rain on 78.8 days with 0.10 inch or more. Angi's guide points at humid summers and aging, concrete-heavy buildings; a company would check the upstairs neighbor's bathroom, the roof and parapet, window AC sleeves and the basement first. Owners whose property is billed on metered charges and whose leak pushed a bill to at least 200% of normal can apply to DEP's Leak Forgiveness Program within 120 days of that bill, once the leak is repaired, for forgiveness of half the high bill.

Mold inspection in New York City: when testing helps and when it does not

A mold inspection in New York City runs $300 to $800, Angi's October 2025 figure; HomeGuide's national range is $300 to $650. The EPA says that if you can see mold, sampling is usually unnecessary, and that no federal limit exists for mold or spores, so a lab number cannot tell you whether a home is safe. The CDC does not recommend mold testing. An inspection earns its fee when the growth is hidden: the EPA says to suspect hidden mold when a room smells musty but you cannot see the source, with the usual spots behind drywall, inside walls around pipes, inside ductwork and above ceiling tiles. In New York the inspector is a DOL-licensed mold assessor who by law cannot be the remediator on the same project, so the fee buys an independent remediation plan and a clearance check.
