Do this now: a roof leak or storm damage in Phoenix

Call 911 first for fire, smoke or sparks, then stay off the roof and protect the rooms below; Angi puts a professional emergency tarp at about $450 in 2026.

  1. Fire, smoke or sparks: get everyone out and call 911.
  2. A downed line: stay away and report it; the City of Phoenix lists APS outages at 602-371-7171 and SRP at 602-236-8811.
  3. Water near outlets or light fixtures: shut off power at the breaker only if you can reach the panel from a dry spot.
  4. Stay off the roof. OSHA warns that roof surfaces can be steep and slippery and says a damp roof or tarp should dry before anyone walks on it. Put up a tarp only from the ground, or have a roofer do it; never climb onto a wet or icy roof.
  5. Photograph the damage from the ground and inside, and keep every receipt.
  6. Call the roof line with the roof material, its rough age and where the water shows up, and ask the Phoenix company for its visit fee first.

Is it urgent? When a Phoenix roof needs a roofer today

A Phoenix roof needs a roofer today when water is reaching the attic or the rooms below, a ceiling stain keeps growing, or a storm or tree opened the roof; Angi says emergency service adds $100 to $300 or more to the repair.

Moss, algae, light hail marks or minor flashing damage that is not leaking can wait for a regular visit, Angi says, and booking ahead skips the emergency fee. Monsoon wind is the usual cause of a Phoenix roof emergency; slipped or broken tiles let water reach the underlayment.

Tile roofs in Phoenix: the underlayment wears out first

On a tile roof, the tile usually outlasts what is under it. Carl A. Brown (RCI, RRO) writes that concrete or clay tile can last 100 years or more, but standard underlayment lasts about 25 years, and roughly 15 to 20 in desert climates. "The critical components of weatherproofing are the underlayment and flashings," he writes. The fix is to lift the tiles, replace the underlayment and reset them, so the underlayment price is the one to watch. See tile roof repair.

Flat and foam roofs in Phoenix

Rosie on the House, a long-running Arizona home-improvement radio show, says about 90% of Arizona's flat roofs are protected by spray polyurethane foam and about 40% of Arizona homes have flat roofs. Foam lasts 25 years or more if it is maintained, and the show says to recoat it every 5 to 10 years. When a foam roof leaks, ask the roofer whether the job is a recoat or a repair of damaged foam, and get the price for each. See flat roof repair and roof coating.

Phoenix reroof permits: two sources disagree

The City of Phoenix's residential permit guide, last revised in February 2020, lists "re-shingle or re-tile roof with same material" under work that does not need a permit. It does require a permit for replacing wood or asphalt shingles with tile, and it allows no more than two layers of asphalt shingles over an existing asphalt roof. Angi's 2026 Phoenix cost page, though, describes a city permit fee on roof jobs under $10,000, and the Phoenix guide has not been reconfirmed since 2020. Confirm with Planning and Development before work starts; the 2020 guide lists customer service at 602-262-7811.

Monsoon wind and Phoenix roofs

The haboob of August 25, 2025 brought 70 mph gusts and near-zero visibility, and more than 60,000 Arizona customers lost power, mostly in Maricopa County.

  • Fire, smoke or sparks: leave and call 911.
  • A downed line: stay away from it and report the outage to your utility. The City of Phoenix lists APS outages at 602-371-7171 and SRP outages at 602-236-8811.
  • Water near outlets: shut off the breaker only if you can reach the panel from a dry spot.
  • Stay off the roof. For water inside, see water damage restoration in Phoenix.
Insurance claims

The roof line is for roof work you pay for yourself. If you plan to file an insurance or storm claim, call your insurer first and follow its process.

Hiring a Phoenix roofer

Arizona's Registrar of Contractors licenses residential roofers as R-42, commercial roofers as C-42 and dual roofers as CR-42. A license is generally required once labor and materials exceed $1,000 or a permit is needed. Check the license on the ROC site, and see the roofing license by state page for other states.

  1. What is your ROC license number, and is it R-42 or CR-42?
  2. Is my roof tile, foam or shingle, and do you work on that type?
  3. Will you replace the underlayment or only the broken tiles?
  4. Does this job need a City permit, and will you pull it?
  5. If there are panels on the roof, who takes them off? (See solar service in Phoenix.)

Know whether your roof is tile, foam or shingle? Call the roof line and ask the Phoenix company for its ROC number before it comes out.

Roofing contractors in Phoenix: Angi's 2026 local repair prices

Phoenix roofing contractors charge $1,834 on average for a repair, with most jobs from $175 to $3,075, Angi's July 2026 Phoenix guide shows, and labor makes up 50% to 80% of the bill. By material, Angi lists asphalt shingle repair at $3.50 to $6 a square foot, clay or concrete tile at $4 to $11 and metal at $7 to $11. Emergency work costs up to $300 more than a scheduled repair. Angi says monsoon debris, haboobs and summer heat and UV, which crack and curl shingles, cause most local damage.

Before you hire, check the ROC license (R-42 or CR-42) and ask whether the job needs a permit; Angi describes a City fee of $150 for the first $1,000 of work plus $9 per additional $1,000, about $159 on an average repair, while the City's exemption list covers same-material reroofing.
