Insurance claims

The roof line is for roof work you pay for yourself. If your replacement is part of an insurance or storm claim, call your insurer first and follow its process.

What to do first: before you sign a Phoenix reroof contract

  1. Find out what you have: tile, foam or shingle. On a tile roof, ask whether the job is new underlayment with the same tiles relaid or a full tear-off.
  2. Get the roof's age from your records or the roofer, and ask for photos of the worst areas. Stay off the roof yourself; the CDC's NIOSH blog cites about 300 ladder deaths a year in the U.S.
  3. Ask each roofer for the ROC license number (R-42 or CR-42) and check it before paying a deposit.
  4. If you have solar panels, get the remove-and-reinstall price in the same quote.
  5. Get the permit answer in writing (see below).
Definition

Roof replacement in Phoenix is tearing off and replacing the roof covering and underlayment, or relaying tile over new underlayment. Angi's July 2026 Phoenix guide puts the average at $8,856.

Warning signs your Phoenix roof needs replacing, and when it is urgent

A Phoenix roof needs replacing, not patching, when leaks keep coming back in different places, the underlayment under tile has failed across large areas, or shingles are cracked and curled across whole slopes. Angi's Phoenix repair guide says heat and UV crack and curl asphalt shingles here, and that repairs at the top of its range, up to $18,750, would really cover a full replacement for a roof in poor condition. It is urgent when water is already inside before monsoon season; otherwise, replace in the cooler months and avoid a rushed decision. Active leaks belong on emergency roof repair in Phoenix.

Tile roofs: replacing the underlayment

On a Phoenix tile roof, ask whether the job can be an underlayment relay: the tiles come off, new underlayment goes down and the sound tiles go back. Angi's Phoenix underlayment guide puts that at $3,409 on average, with a range of $1,756 to $4,339, well below the $8,856 average for a full replacement. Ask for both prices, and ask how many replacement tiles the roofer will order for breakage.

Flat and foam roofs in Phoenix

A foam flat roof often needs a recoat, not a replacement. Rosie on the House says about 90% of Arizona's flat roofs are spray polyurethane foam, that foam lasts 25 years or more if maintained, and that it should be recoated every 5 to 10 years with an elastomeric coating. Ask the roofer whether the foam itself is damaged or only the coating has worn; see roof coating.

Phoenix reroof permits: two sources disagree

The City of Phoenix lists same-material reroofing as permit-exempt, but Angi describes a permit fee, so get the answer from the roofer in writing. The City's Work Exempt from Permit list (2014) exempts re-roofing with the same type of material as the original, with up to two layers of asphalt shingles over an existing asphalt roof. Its residential permit guide (revised February 2020) says a permit is required when replacing wood or asphalt shingles with tile. Angi's July 2026 Phoenix guide says the City charges a flat fee for the first $1,000 plus $9 per additional $1,000 on roof jobs under $10,000, about $222 at the average job. Solar panels and a Phoenix reroof

If panels are on the roof, they come off first and go back after, and that is usually a separate contractor and permit. The City of Phoenix's SolarAPP+ fast permit does not cover homes that already have PV, so a reinstall goes through regular review, and the City says the Phoenix Fire Department requires a separate permit for PV and battery systems. See roof replacement with solar panels and solar service in Phoenix.

Hiring a Phoenix roofing contractor

Arizona licenses residential roofers as ROC R-42 and dual roofers as CR-42, each requiring four years of experience and exams. The ROC takes complaints within two years of the last work on a repair, and its Residential Contractors' Recovery Fund pays up to $30,000 per claimant per residence on owner-occupied homes. The median Phoenix home was built in 1985, the Census Bureau's 2020 to 2024 survey shows, so ask any roofer what was found under the old roof and get changes in writing.

  1. What is your ROC number and class?
  2. Is this a full tear-off or an underlayment relay, and what is the price for each?
  3. Will you pull the permit, or is the job exempt, and can you put that in writing?
  4. What warranty covers labor, and for how long?
