Do this now: a roof leak or storm damage in San Diego
Call 911 first for fire, smoke or sparks, then stay off the roof and protect the rooms below; Angi puts a professional emergency tarp at about $450 in 2026.
- Fire, smoke or sparks: get everyone out and call 911.
- A downed line: stay away, call 911 and report it to SDG&E at sdge.com/report-outage.
- Water near outlets or light fixtures: shut off power at the breaker only if you can reach the panel from a dry spot.
- Stay off the roof. OSHA warns that roof surfaces can be steep and slippery and says a damp roof or tarp should dry before anyone walks on it. Put up a tarp only from the ground, or have a roofer do it; never climb onto a wet or icy roof.
- Photograph the damage from the ground and inside, and keep every receipt.
- Call the roof line with the roof material, its rough age and where the water shows up, and ask the San Diego company for its visit fee first.
Is it urgent? When a San Diego roof needs a roofer today
A San Diego roof needs a roofer today when water is reaching the attic or the rooms below, a ceiling stain keeps growing, or a storm or tree opened the roof; Angi says emergency service adds $100 to $300 or more to the repair.
Moss, algae, light hail marks or minor flashing damage that is not leaking can wait for a regular visit, Angi says, and booking ahead skips the emergency fee. If the roof is old, book an inspection in the dry months rather than waiting for the first storm to find the leak.

San Diego roof permits under Information Bulletin 123
Under IB 123, a plain re-cover often needs no permit. The bulletin exempts roof covering renewal when the roof structure, including the diaphragm, is not altered, and lets houses, duplexes and townhouses replace damaged sheathing in kind up to 25% of the roof area without one.
A permit is required when structural members, sheathing, lateral elements or foundations must be altered; when wood shakes, wood shingles or asphalt shingles are replaced with material over 6 pounds per square foot; when skip sheathing comes off and new plywood or OSB goes on; and always for designated historical resources or historic districts. Homes 45 years or older need historic review unless the work is in-kind repair or replacement, which typically takes ten business days.
Class A and the 25% trigger
Every replacement, alteration or repair in the city needs a Class A roof covering. If more than 25% of the roof is replaced, altered or repaired within any 12-month period, IB 123 says the entire roof must be a Class A roof assembly. Two layers of asphalt shingles or built-up roofing must be stripped to the deck before re-covering. Replacing the roof may also trigger the California Energy Code, and homes in a Very High Fire Hazard Severity Zone built on or after August 27, 2009 have added wildland-urban interface rules.
That 12-month window matters if you are patching an older roof in stages. Two repairs a few months apart can add up past 25%. GAF's guidance points the same way: replace when damage covers 30% or more of the roof. See roof replacement cost.
Fire weather and outages
Fire weather brings power shutoffs. In the January 2025 Santa Ana wind event SDG&E shut off power to over 7,000 customers, with up to 56,484 potentially affected, mostly in East County, according to ABC 10News.
- Fire, smoke or sparks: leave and call 911.
- A downed line: stay away, call 911, and report it to SDG&E through sdge.com/report-outage.
- Water near outlets: switch off the breaker only if you can reach it from a dry spot.
- Stay off the roof. For water inside, see water damage restoration in San Diego.
The roof line is for roof work you pay for yourself. If you plan to file an insurance or storm claim, call your insurer first and follow its process.
Solar panels on a San Diego reroof
The City's PV permit guidance says existing roof-mounted panels can be removed for re-roofing and reinstalled under a permit. The original approved plan set goes with the submittal, a pre-removal inspection may be required, the equipment cannot be altered, and the work must be done by a C-10 or C-46 licensed contractor. IB 123 adds that reinstalling removed panels needs an electrical permit. See solar panel removal and reinstall and solar service in San Diego.

Roof replacement in San Diego: cost and what IB 123 adds
A roof replacement in San Diego starts from HomeAdvisor's 2026 national average of $9,609, about $4 to $11 a square foot, since no San Diego replacement price is published in the sources we checked. Material moves the number most: HomeAdvisor puts asphalt at $3 to $7 a square foot and tile at $10 to $20.
A full replacement brings in rules a patch does not. IB 123 requires two layers of asphalt shingles or built-up roofing to be stripped to the deck before re-covering, may trigger the California Energy Code, and makes the whole roof a Class A assembly once more than 25% is redone in 12 months. Going from shingles to a material over 6 pounds per square foot, such as tile, needs a permit. The median San Diego home was built in 1979, the Census Bureau's 2020 to 2024 survey shows; ask the roofer how many layers are on yours before you compare quotes. Emergency roof repair in San Diego usually starts with a tarp, which HomeGuide's 2026 guide prices at $1.00 to $2.80 a square foot after hours plus a possible $100 to $200 call-out fee; Angi puts a professional emergency tarp over a 1,500 square foot area at $1,500 to $4,200. Leaks cluster in winter: Lindbergh Field averages 5.85 of its 9.79 inches of yearly rain from December to February and 2.2 days a year with an inch or more, NOAA's 1991 to 2020 normals show.
IB 123 lets houses, duplexes and townhouses replace storm-damaged sheathing in kind without a permit, up to 25% of the roof. Stay off a wet roof; have the roofer tarp it. If the damage is an insurance claim, call your insurer first; the roof line is for work you pay for directly.
