Do this now: a leaking or dead water heater in Houston

  1. Smell gas near a gas water heater? Leave the house and call CenterPoint's gas leak line, 713-659-2111, or 911 from outside.
  2. Water spreading on the floor? Shut off water at the main or at the fixture valves, the step HomeGuide gives for any emergency plumbing leak.
  3. Water near outlets or a plug? Turn off power at the breaker only if you can reach the panel from a dry spot.
  4. Look where the water comes from. HomeGuide says a leak from the bottom of the tank usually means the tank is damaged and must be replaced; leaks from fittings, the drain valve or the relief valve may be fixable.
  5. Gas heater with no hot water? HomeAdvisor notes that drafts can blow a pilot light out, and a pilot check and relight runs $50 to $150.
  6. Take a photo of the label on the tank. The plumber will ask for the brand, size and age.

Is it an emergency? When a Houston water heater cannot wait

A tank that is leaking onto the floor or a gas smell is an emergency; lukewarm water is not. HomeGuide lists a water heater flooding an area and no hot water in winter among the jobs that justify an emergency plumber, and Houston does get winter nights: the airport averages 10.1 nights a year at or below 32 F, NOAA's 1991 to 2020 normals show. For a slow drip or a heater that runs out of hot water fast, a weekday visit usually costs less.

A leak also costs money on the water bill until it is fixed. Houston Public Works credits 100% of the leak if it is repaired within 30 days of starting, 75% within 60 days and 50% after that, so keep the plumber's bill. The steps are on plumber in Houston.

Houston water hardness and what it does to a tank

Houston's main water system averaged 135.5 ppm of hardness as calcium carbonate in 2025, with a range of 43.5 to 229 ppm, according to the Houston Public Works 2025 Water Quality Report. The same report says 90.3% of the main system's water comes from surface sources (Lake Conroe, Lake Houston and Lake Livingston) and 9.7% from deep wells.

Minerals settle at the bottom of a tank as sediment. HomeGuide lists popping or rumbling noises as a sign of sediment, and prices a flush at $75 to $250. HomeAdvisor puts an anode rod replacement at $50 to $150. Neither fix helps a tank that is already leaking from the bottom.

Water heater replacement in Houston: the city permit

Replacing a water heater in Houston requires a City plumbing permit, and the permit must be obtained by a master plumber registered with the City of Houston, the Houston Permitting Center says. The fee is $34.24 for the first three heaters plus $11.41 for each additional one, with a $33.56 admin fee. Plan review is waived at a single-family home, the permit is processed in one business day and is valid for 180 days, and an inspection is required (Plumbing Inspections, 832-394-8870).

There is one exception. Texas law says a property owner does not need a plumbing license to do plumbing in their own homestead (Occupations Code 1301.051), and Houston issues a homeowner plumbing permit (Form CE-1284) to an owner who lives in the house, with a minimum total of $131.12 including the admin fee. Most people still hire a plumber for a gas or a 50-gallon tank swap.

Water heater installation in Houston: what it costs

Angi's 2026 Houston page puts water heater installation at $800 to $2,500. Nationally, HomeAdvisor says most replacements run $882 to $1,826, with permits of $25 to $300. Tank heaters last about 10 to 15 years, HomeAdvisor says, and HomeGuide suggests replacing a tank over 10 years old or when the repair would cost more than half of a new unit. The national water heater replacement cost guide and tankless water heater installation cover sizes and fuel types.

Houston's homes are middle-aged: the median home in the city was built in 1982, the Census Bureau's 2020 to 2024 survey shows. The house will usually outlast several water heaters, so ask the plumber to date the tank itself from its label.

  4. Get a written price and proof of insurance before work starts.
