A switch from a tank to a tankless heater is not eligible and needs a regular permit.

DSD says homeowners must use licensed trade contractors for new plumbing work, and a homeowner can pull a plumbing permit only for an existing home that is their homestead, doing the work personally, with a signed Plumbing Homeowner Affidavit.
