The city's plumbing permit pamphlet says "A Permit is required for water heater replacement," pulled by a Responsible Master Plumber registered with the City of Dallas, or by a homeowner who holds a homestead exemption and lives in the home. It lists a $100 minimum fee and says permits are "normally issued while you wait"; that pamphlet is from 2011, and Angi's 2026 guide lists a $181 base fee plus a $15 technology fee and $125 per inspection.
