Is it urgent? Signs your sewer line is failing

Sewage coming up a drain is urgent. HomeGuide's warning signs are sewer odors, gurgling, repeated clogs, debris in the tub or shower and wet spots in the yard. A single slow sink is usually drain cleaning, not a sewer repair; a camera inspection tells the difference.

Who fixes what: SAWS or you

SAWS says your licensed plumber should clear any blockage on your side of the main, and that SAWS will clear and repair the line if the blockage or a collapsed pipe is on the SAWS side. If the blockage is on your side, SAWS does not reimburse you. SAWS also says plumbing problems on private property are the owner's responsibility.

The SAWS Sewer Lateral Reimbursement Program, step by step

If your plumber finds the blockage beyond your property, in the right-of-way, street, alley or easement, SAWS can reimburse the plumber's normal and customary charges for locating it. The steps SAWS lists:

1. Your licensed plumber electronically locates the lateral and marks the spot with a green paint X.
2. The plumber calls SAWS's Emergency Operations Center at 210-704-7297.
3. You submit the plumber's receipt to SAWS (mail: P.O. Box 2449, San Antonio, TX 78298).
4. SAWS reviews the claim in 4 to 6 weeks.
5. New cleanouts are not reimbursed.

Repair methods and what they cost

Trenchless lining or pipe bursting costs $60 to $250 a foot and traditional excavation $50 to $200 a foot, This Old House says, with excavation add-ons of $400 to $1,200 or more. HomeGuide says clay and Orangeburg pipe lasts 30 to 60 years and PVC or cast iron 50 to 100 years. San Antonio's median home dates to 1985, the Census Bureau's 2020 to 2024 survey shows. HomeGuide says most homeowners policies do not cover wear and tear on a sewer line.

SAWS's Plumbers to People program does not help here: SAWS says it does not cover sewer clogs, drain leaks or sewer-only customers. The City's Minor Repair Loan, up to $25,000 and forgivable, covers plumbing for eligible owner-occupied homes in Council Districts 1 to 10 (210-207-6459).

Hiring for sewer work in San Antonio

1. Ask for the camera video and where the break or blockage sits relative to the property line.
2. If it is in the right-of-way, ask the plumber to follow the SAWS green X steps before digging.
3. Ask whether the job needs a City plumbing permit; DSD says permits are pulled by contractors licensed and registered with the City.
4. Check the license on the TSBPE public search and get the price in writing.
