A replacement takes an LADBS express permit and earthquake straps, and SoCalGas and LADWP pay rebates on efficient units.

Do this now: water heater leaking or out in Los Angeles
- Smell gas? Do not relight anything or flip switches. Leave the house, then call SoCalGas or 911 from outside.
- Water near outlets or cords? Keep clear. The Red Cross says not to touch electrical equipment that is wet or while standing in water.
- Close the cold water supply valve on top of the heater and turn off its power or gas. Rheem says to turn off power and water to a heater that is flooded or damaged.
- If the relief valve is spraying, stay clear of the discharge pipe. This Old House says the water is scalding, and it should never be capped or plugged.
- Mop up and dry fast. The EPA says drying within 24 to 48 hours usually keeps mold from growing. LADWP's leak adjustment does not cover water heater leaks, so the water you lose is billed.
- Call and ask for the service call fee first; Angi lists $100 to $250 in Los Angeles.
Water heater repair in Los Angeles is fixing a tank or tankless heater's thermostat, element, thermocouple, gas valve, anode or relief valve instead of replacing it. HomeAdvisor's 2026 national range is $228 to $1,017, with an average of $616.
Is it urgent? When an LA water heater cannot wait
A leak from the tank, a gas smell or a relief valve that keeps discharging is urgent, and Angi's 2026 emergency data puts after-hours water heater repair at $225 to $975. Angi's Los Angeles guide adds that after-hours plumbing runs 1.5 to 2 times standard rates, so a heater that is simply cold, with nothing leaking, is cheaper to book for the next business day.
- Call now: gas smell (after you are outside), water spreading toward walls or outlets, a discharging relief valve.
- Same day: a slow leak from the bottom of the tank. HomeGuide says that usually means the tank has failed; see water heater replacement cost.
- Can wait: lukewarm water, a pilot that went out once, or rumbling from sediment.
Water heater replacement in Los Angeles: permit, straps and who can do it
Water heater replacement in Los Angeles is an express permit job: LADBS lists replacing water heaters among the permits it issues with no plan check. California Health and Safety Code 19211 goes further than the new unit. It says all new, replacement and existing residential water heaters must be braced, anchored or strapped against earthquake motion, and a seller must certify that in writing.
Because the job needs a permit, it needs a licensed contractor. CSLB's minor work exemption rose to $1,000 on January 1, 2025, but it never covers work that requires a permit. An owner can pull the permit only as an owner-builder: LADBS requires that you do the work, have lived in the home 12 months before it is finished, and hold owner-builder permits on no more than two structures in three years. National prices by tank size and fuel are on water heater replacement cost, and tankless swaps on tankless water heater installation.
LA water hardness and your tank, by neighborhood
LADWP water ran from 103 mg/L to 279 mg/L of hardness in 2022, depending on the source. Its monitoring tables show the Los Angeles Aqueduct Filtration Plant averaging 103 mg/L, the Northern Combined Wells in the San Fernando Valley and the Southern Combined Wells in Central LA both averaging 230 mg/L, and Metropolitan Water District supply from the Weymouth and Diemer plants, which serves Eastern LA and the Harbor area, at 279 and 278 mg/L.
Hardness shows up as sediment. HomeGuide links rumbling or popping from a tank to sediment and prices a flush at $75 to $250; Rheem lists rumbling, rusty water and a rotten egg smell among its signs a heater is going bad. The water heater repair cost guide matches each symptom to the part and its price.
Repair or replace: start with the heater's age
A tank water heater lasts 10 to 15 years and a tankless unit about 20, the DOE says. HomeGuide's rule of thumb is to replace a tank older than 10 years, or when a repair would cost more than half the price of a new one. The house is usually much older than the heater: the Census Bureau's 2020 to 2024 survey puts the median Los Angeles home at 1965, so read the date on the heater's label, not the house's.
Rebates and help paying for a water heater in LA
Utility money is the main help in 2026, because the IRS says the federal 25C credit does not apply to equipment placed in service after December 31, 2025.
- SoCalGas, gas storage heater: $300 to $575 for a unit of 55 gallons or less at UEF 0.64 or higher, first come, first served until December 31, 2026 or until funds run out.
- SoCalGas, tankless: $80 to $1,500 when it replaces a tank in a single-family detached home.
- LADWP, heat pump water heater: $1,500 for an ENERGY STAR unit on LADWP's October 2025 rebate sheet; LADWP's fact sheet says to apply within 12 months of purchase. Owners rebuilding after the January 2025 fires can get $1,500 to $2,500 through HOME LA Express.
- SoCalGas Energy Savings Assistance: repair or replacement may be available to eligible homeowners when a water heater is inoperable or hazardous. The income limit is $82,500 for a household of four from June 1, 2026 to May 31, 2027. Call 1-800-331-7593.
