Water Damage Restoration Frisco: $1,383 to $6,369 (2026)
Water damage restoration in Frisco costs $1,383 to $6,369 for most jobs in HomeAdvisor's June 2026 national figures, with a $3,868 average; no Frisco price is published.
Frisco's partial leak credit needs the repair within 90 days of finding the leak and the request within 90 days of the repair, and because Frisco sets sewer rates from winter water use, a winter leak can raise your sewer bill for a year. Dry everything within 24 to 48 hours, the EPA's mold window.

Is it urgent? Frisco water damage that cannot wait
- Call now: water near outlets or the electrical panel, a sagging ceiling, water you cannot stop at the main valve, or sewage coming up a tub or floor drain. For a sewer backup, Frisco's FAQ says to call the Sewer Department at 972-292-5800 during business hours, or the non-emergency police number, 972-292-6010, after hours; the city sends a sewer crew to the address.
- Today: wet drywall, carpet, pad or insulation. The EPA says materials dried within 24 to 48 hours usually will not grow mold. The mold growth timer counts the hours from when the water started.
- This week: an old, dry stain with firm drywall and no musty smell. Book the repair anyway: Frisco's partial leak credit only applies if the leak is fixed within 90 days of being found.
Water damage restoration in Frisco is extracting the water, drying the structure and rebuilding what the water ruined; HomeAdvisor's June 2026 national average for the whole job is $3,868, and no Frisco price is published.
Frisco's partial leak credit: two 90-day clocks
Frisco Utility Billing gives a partial leak credit "with valid proof of repair," but two deadlines run against you. The repair has to happen within 90 days of the leak being detected, and the request has to reach the city within 90 days of the repair. The city reviews it only after the repair is done and the meter has been read again, which usually means after the next billing cycle, and it says to allow 4 to 6 weeks for processing.
- One per year: the credit is granted once every 12 consecutive months.
- Two bills at most: only the two highest billed consumptions affected by the leak are evaluated.
- Water, not dollars: the credit is figured on billed consumption at a discounted water rate, not on the dollar amount of the bill.
- Proof: a copy of the repair invoice, or the receipt for the parts if you fixed it yourself.
- Not covered: water lost to theft, vandalism, negligence or construction damage. Your payments also have to stay current.
- Contact: Utility Billing, 972-292-5575; the request form is linked from the city's Partial Leak Credit page.
The credit pays for water, not for the damage. Leaks on the customer's side of the meter are the owner's or tenant's to repair at their own cost, and the drying, drywall and flooring go through your insurer or your own pocket. Keep one folder with the plumber's invoice, the photos and the restoration estimate: the city wants the first, the insurer wants all three. If the bill jumped and nothing looks wet, leak detection finds the source before the 90-day repair window closes, and a hidden supply line under the floor is covered on slab leak repair.
Why a winter leak in Frisco can raise your sewer bill for a year
Frisco does not meter sewer service. Its FAQ says the city uses the average water your home uses during the winter months, calculates the sewer rate each April, and applies it for one calendar year. A running toilet or a slow slab leak during those winter months raises more than one water bill: it can set a higher sewer charge for the next twelve months.
The city's billing FAQ says a winter pool fill or leak "could affect your sewer rate" and asks customers to report repaired leaks to Utility Billing at 972-292-5575. Do that on the same day you send the leak credit request, with the same invoice. To check a toilet, the city suggests food coloring in the tank and offers leak tablets through 972-292-5800; Public Works also offers a free irrigation audit at that number if the sprinkler system is the suspect.
The February 2021 freeze in Frisco: what broke
The National Weather Service office in Fort Worth recorded -2 F at DFW Airport on February 16, 2021, and 139 straight hours at or below freezing, from 5 p.m. on February 13 to noon on February 19, after a 93-hour run earlier that week. FEMA's Disaster 4586 for that storm lists both Collin County and Denton County, the two counties Frisco sits in, for Individual Assistance.
Frisco's homes are young: the Census Bureau's 2020 to 2024 survey puts the city's median year built at 2009. Young plumbing still freezes where it runs through an attic or an outside wall, and the water comes out when the pipe thaws. HomeAdvisor puts the pipe fix at about $500 on average and the resulting water damage from plumbing and burst pipes at $1,000 to $4,000. The next hard freeze steps are on frozen pipes and burst pipe repair.
Does Frisco require a permit to rebuild after water damage?
Frisco's Building Inspections FAQ says "Permit applications are required prior to any construction to modify, repair, replace, demolish, or improve," and that "All contractors who work in Frisco are required to be registered before permit issuance." Permit questions go to (972) 292-5301, and status is online through eTRAKiT.
In practice that splits the job in two. Extraction and drying come first and go fast. The rebuild, new drywall, cabinets, flooring or a replaced water heater, is construction, so ask before demolition starts whether a permit is needed and who pulls it. A company that is not registered with Frisco cannot pull the permit at all.
How much does water damage restoration cost in Frisco?
No Frisco price is published, so these are national figures. HomeAdvisor's June 2026 average is $3,868, with most jobs between $1,383 and $6,369 and a full range of $450 to $16,000. Fixr's January 2025 figures run a little lower: a $3,000 average and most jobs between $1,200 and $5,000. The two are shown side by side, not averaged.
What moves the bill most is how dirty the water is. HomeAdvisor prices extraction and drying at $3 to $4 per square foot for clean water from a supply line, $4 to $6.50 for gray water from a washer or dishwasher, and $7 to $7.50 for black water such as sewage. HomeGuide's February 2026 figures are higher, $4 to $6 per square foot for clean water up to $9 to $12 for black. R&R Magazine's summary of the IICRC categories says clean water can turn gray or black if it sits, so speed changes the row you land in. Size matters next: HomeAdvisor puts a small Class 1 job at $150 to $400 and severe Class 4 damage at $20,000 to $100,000.
Run your own numbers in the water damage repair cost calculator, or read the water damage restoration cost guide for every national figure. If the water came from a toilet, see toilet overflow cleanup; for sewage, Category 3 water damage.
Rain, floodplains and flood insurance in Frisco
NOAA's station in Frisco averages 42.08 inches of rain a year, with 55.3 days of 0.10 inch or more, under its 1991 to 2020 normals. Most Frisco water damage starts indoors, but storms put water through roofs and in under doors too. Frisco's engineering FAQ defines the 100-year floodplain as land with a 1 percent chance of flooding in any year, and says to check your address on the FEMA Map Service Center.
Rising water is a different claim from a burst pipe. The Texas Department of Insurance says mold from a flood needs a separate flood policy, and FEMA says most homeowners insurance does not cover flood damage. If a creek or the street put water in the house, read flood damage restoration before you call anyone.
Mold after a Frisco leak: the Texas license rules
Texas licenses mold assessors and mold remediators through TDLR. Its FAQ says visible mold under 25 contiguous square feet can be cleaned up by people who are not licensed; at 25 contiguous square feet or more, a licensed remediator files a $25 notice with TDLR, due by the next working day in an emergency where waiting would let water damage spread the mold. One company may hold both licenses but cannot assess and remediate the same project, so the firm that tests should not be the firm that quotes the cleanup. Costs and steps are on mold remediation and, for a neighbor's view of the same rules, mold removal in Plano.
Insurance and contracts in Frisco: what Texas says
- The Texas Department of Insurance says most homeowner policies cover sudden and accidental water damage, such as a burst pipe or a broken washer hose, but not gradual leaks or seepage, and that includes the mold that follows.
- FEMA says most homeowners insurance does not cover flood damage. In 2025 TDI reminded insurers to tell policyholders about the 60-day window to report National Flood Insurance Program losses (Bulletin B-0007-25).
- The same TDI bulletin says it is illegal for a Texas contractor to waive your deductible or promise to rebate it.
- Photograph every wet room before anything is moved, call your insurer yourself, and never sign an assignment of benefits or any paper that hands your claim to the contractor. More on whether homeowners insurance covers water damage.

Questions to ask a Frisco restoration company before you book
- Are you registered with the City of Frisco, and who pulls the permit for the rebuild?
- What category of water is this, and what will you dry in place versus tear out?
- Will you leave daily moisture readings and a written scope before any demolition?
- If you find mold, which separate TDLR-licensed assessor writes the protocol?
- Will you work from my insurer's estimate without asking me to sign over the claim?
Dried out, but the drywall, cabinets or floors still need rebuilding? Call the water damage line and ask for a written estimate before work starts.
Calls go to an independent company that serves your area and takes this kind of job; hours vary (how calls work). Ask the company for proof of insurance, and for a license number wherever your state licenses the work.
Do this now: water damage in a Frisco home
- Stay clear of wet electrical. Turn off power at the breaker only if you can reach the panel from a dry spot.
- Stop the water. Close the main shutoff. For a sewer backup, call 972-292-5800, or 972-292-6010 after hours.
- Photograph before you clean, room by room, including the water line on the walls and the failed part.
- Call your insurer and a restoration company. Do both, and do not sign over your claim.
- Start drying within 24 to 48 hours, the EPA's window for keeping mold from growing.
- Keep the repair invoice. File Frisco's partial leak credit within 90 days of the repair, and report the repaired leak to Utility Billing (972-292-5575) if it ran during the winter months.
