Toilet Overflow Cleanup: Water Damage From $350
Fixr puts the smallest water damage job, an overflowing toilet, at $350, and HomeAdvisor says cleaning and repairing a whole 120 square foot bathroom can cost as much as $3,000 (June 2026).
Stop the water first: push the flapper down inside the tank and close the valve behind the toilet. Then sort the water: bowl water with urine but no feces is Category 2, while water with feces, or water rising from beyond the trap, is Category 3 and gets treated as sewage.

National figures. Most toilet overflows stay in the first row; the rest apply when water reaches the subfloor or the room below.
Is a toilet overflow an emergency? Stop the water first
- Stop flushing. American Standard says not to try to clear a clog by flushing again and again.
- Stop the fill. Roto-Rooter says to lift the tank lid and push the flapper down, or lift the float, so no more water enters the bowl.
- Close the valve. Turn off the water shut-off valve behind the toilet (Roto-Rooter). If it will not turn, close the main shutoff.
- Mind the power. If water reached outlets or cords, do not touch them from the wet floor.
- Call now: water coming up from a tub, shower or floor drain when you flush, water dripping through the ceiling below, or an overflow with feces that spread past the bathroom.
- Today: water that soaked under the vinyl or tile, or along the wall, even if the floor looks dry.
- Can wait: a small clean overflow on tile that you mopped up and dried within the hour.
Toilet overflow cleanup is stopping the water, removing it, disinfecting the area and drying whatever it soaked; Fixr lists an overflowing toilet as the smallest water damage job, at $350.
Toilet overflow water: Category 1, 2 or 3?
What was in the bowl decides how the cleanup is done and priced. Restoration companies use the IICRC water categories, and the published examples for toilets line up:
| What overflowed | Category | Source |
|---|---|---|
| Clean tank water, or a bowl with no waste or additives | Category 1 (clean) | R&R Magazine; West Virginia University |
| Bowl water with urine but no feces | Category 2 (gray) | R&R Magazine; University of Arizona; West Virginia University |
| Bowl water with urine or cleaning agents | Category 2 (gray) | HomeAdvisor |
| Bowl water with feces | Category 3 (black) | Eastern Washington University EHS |
| Water coming up from beyond the trap, whatever it looks like | Category 3 (black) | R&R Magazine; University of Arizona; West Virginia University |
IICRC categories as described by R&R Magazine, two university safety offices and HomeAdvisor. Bob Vila also calls a toilet overflow without sewage backup gray water.
The last row is the one that surprises people. If dirty water rises in the bowl or another drain because the line below is blocked, it came from beyond the trap and counts as Category 3 even if it looks clear. That is a sewage cleanup, and the Category 3 water damage page explains what has to be thrown out.
Toilet overflow cleanup: how to clean and disinfect
A small overflow of clean or gray water on a tile floor is usually a homeowner job. Waste in the water changes the rules:
- Gear up. The CDC's advice for contaminated water is rubber boots, rubber gloves and goggles. Eastern Washington University's sewage procedure adds long sleeves, long pants and a half facemask.
- Keep others out. Connecticut's public health fact sheet says to keep children and pets away from sewage.
- Remove the water and solids first, then wash hard floors and the toilet base with detergent before disinfecting, as the Connecticut fact sheet describes. The CDC says to clean surfaces with soap and water.
- Disinfect by the label. Agencies publish different bleach ratios, so follow the product directions. Never mix bleach with ammonia or other cleaners (CDC).
- Throw out what cannot be disinfected. The CDC names rugs and cloth; bath mats and towels soaked with Category 3 water belong in that pile.
- Dry it. The CDC suggests fans, air conditioning and dehumidifiers. Wash your hands with soap and water when you are done.
Toilet overflow water damage: the subfloor and the ceiling below
Water on a bathroom floor does not always stay on top of it. It can work under the toilet base and the flooring and reach the subfloor. Alabama Extension says plywood usually delaminates when exposed to excessive moisture, and that if a plywood subfloor under vinyl is wet, the vinyl should come up and the subfloor be replaced. It says long soaking loosens adhesives and warps subflooring, and that drying under sheet vinyl may take six weeks or more. Fixr prices a 150 square foot subfloor repair at $250 to $750.
Upstairs bathrooms add the room below. The EPA says wet ceiling tiles and insulation should be discarded and replaced, and that wallboard can be dried in place only if it has no obvious swelling and the seams are intact. HomeAdvisor prices ceiling repair at $450 to $1,600; see ceiling water damage repair. If the water ran into a wall, see signs of water damage in walls; if it reached a wood floor, see water damage on hardwood floors.
Toilet overflow cleanup cost
Fixr's smallest water damage job is an overflowing toilet at $350, and its bathroom range runs $500 to $4,500 (January 2025). HomeAdvisor says cleaning and repairing an entire 120 square foot bathroom can cost as much as $3,000 (June 2026). Drying is priced by square foot and category: HomeAdvisor gives $4 to $6.50 for gray water and $7 to $7.50 for black water, so drying 60 square feet of bathroom floor runs about $240 to $390 for gray water or $420 to $450 for black water before any repairs.
The toilet is a separate bill. HomeGuide puts a plumber's price to clear a toilet at $100 to $275, and Angi lists emergency toilet repair at $150 to $375. The water damage cost calculator adds subfloor-level repairs such as drywall and a ceiling.
Plumber or water damage company: who to call
- Just a clog, water stayed on the tile: plunge it or call a plumber. See how to unclog a toilet.
- The toilet keeps running, rocks or leaks at the base: a plumber; see toilet repair cost.
- Several drains backing up at once: Angi lists multiple clogged fixtures as a sign of a main line problem. That is the plumber line first, then cleanup.
- Water under the floor, in the wall or through the ceiling, or any waste spread beyond the bathroom: the water damage line, for extraction, disinfection and drying.
Does homeowners insurance cover toilet overflow water damage?
Often. The Texas Department of Insurance names a toilet overflow among the sudden and accidental water damage that most homeowner and renters policies cover. It also says most policies do not cover gradual leaks or seepage, so a toilet that leaked at its base for months is a different claim. If the water came up from the sewer line, HomeGuide says most standard policies exclude sewage backup, and Openly says that coverage can be added with a sewer backup endorsement.
Photograph the bathroom and the room below before cleanup, call your insurer early, and do not sign an assignment of benefits or any paper that hands your claim to the cleanup company. The homeowners insurance and water damage guide covers the claim steps, and the water damage restoration guide covers the first 48 hours.
