Toilet Won't Flush: Causes and Fixes, $50 to $150 (Fixr)
Most toilets that won't flush need a tank part, not a new toilet: Fixr's toilet repair guide prices a chain at $50 to $110, a handle at $50 to $120, a flapper at $60 to $120 and a fill valve at $60 to $150, labor included.
If the handle works but the bowl clears weakly or the water rises, the cause is a clog, blocked rim holes or a vent, and HomeGuide puts snaking a toilet at $100 to $275.

Is it urgent? When a toilet that won't flush can't wait
- Call now: it is the only toilet and it will not flush, the bowl keeps rising toward the rim, or water is coming up in a tub or floor drain when you flush. HomeGuide lists a fully clogged toilet, especially in a one-bathroom house, as a plumbing emergency.
- This week: a second toilet works, but this one needs two flushes or leaves waste in the bowl every time.
- Can wait or do it yourself: the handle flops because the chain came off its hook, or the tank is empty because the valve behind the toilet got bumped closed.
If water is near the rim, stop flushing. American Standard says not to try to unclog a toilet by flushing it again and again, and to shut off the water supply before the bowl overflows. Water that already reached the floor is covered on toilet overflow cleanup.
A toilet that won't flush has a problem in one of two places: the tank parts that start the flush (handle, chain, flapper, fill valve) or the path the water leaves by (trapway, drain, vent); Fixr prices most tank part fixes at $50 to $150.
Toilet won't flush at all or flushes weakly: which one is it?
Press the handle and watch. If nothing happens, or the tank barely drains, the problem is in the tank. That is the cheaper half of this page, and many of these fixes take a few minutes with the lid off. If the tank empties with a normal rush but the bowl does not clear, or the water climbs, the problem is downstream: a clog, mineral buildup under the rim, or a vent. Those cost more and are more often a job for a plumber.
Lift the tank lid before you call anyone. Seeing what the chain, flapper and water level are doing tells you, and the plumber, most of what you need to know.
Why won't my toilet flush? Handle, chain, flapper and water supply
| What you see | Likely cause | Fix and price |
|---|---|---|
| Handle swings loose, no resistance | Chain unhooked or broken, or the handle nut is loose | Chain $50 to $110; handle $50 to $120 (Fixr) |
| Handle works, tank is full, nothing happens | Chain too long, so the flapper never lifts | Chain $50 to $100 repair (Fixr) |
| Flapper lifts but drops right away | Worn or waterlogged flapper | Flapper $60 to $120 (Fixr); part $12 to $30 (HomeGuide) |
| Tank is empty after a flush | Supply valve closed, blocked supply line, or a fill valve that is not refilling | Fill valve $60 to $150 (Fixr) |
| Tank refills very slowly | Debris in the fill valve or a partly closed supply valve | Slow-filling $60 to $200 (HomeAdvisor) |
| Water rises in the bowl instead of draining | A clog in the trapway or drain | Snaking $100 to $275 (HomeGuide) |
Causes from Fixr's toilet repair guide and American Standard's troubleshooting table. Prices are published national figures, labor included.
The chain. The lift chain links the handle arm to the flapper. American Standard's troubleshooting table lists a flush valve chain that is "too loose or disconnected" as a cause of a toilet that does not flush, and the fix is to readjust its length. Too tight is a problem too: the same table lists a chain that is too tight as a reason a toilet will not shut off. Fixr puts a chain repair at $50 to $100.
The handle. Fixr says the handle "might be loose and need to be tightened back into place". Handles crack where the arm meets the lever, and Fixr prices a replacement at $50 to $120 with labor. HomeGuide lists the handle part at about $9.
The flapper. Fixr says flappers "wear out over time or fall out of position". A flapper that lifts and slaps shut straight away sends only part of the tank into the bowl, which looks like a weak flush. Fixr puts a flapper replacement at $60 to $120; HomeGuide prices the part at $12 to $30 and a flapper and chain installed at about $130.
No water in the tank. American Standard lists a closed supply valve, a blocked supply line and sand or debris in the water control as causes of a toilet that does not flush. Check the small valve on the wall behind the toilet first. If it is open and the tank still will not fill, the fill valve is the usual part; Fixr prices a fill valve replacement at $60 to $150, and HomeAdvisor puts slow-filling repairs at $60 to $200 in 2026. If every faucet in the house is weak too, the issue is supply pressure, covered on low water pressure causes and fixes.
Toilet flushes weak: why the bowl does not clear
A weak flush means the tank does its part but the bowl does not empty with force. American Standard's troubleshooting table lists the causes of a "poor or sluggish flush" in this order:
| Weak flush cause | What is going on | Source |
|---|---|---|
| Bowl water level too low | Refill tube off the overflow tube, or the supply valve partly closed | American Standard |
| Partly clogged trapway or drain | Paper or an object part way down; clears partly each flush | American Standard |
| Rim holes blocked | Hard water deposits under the rim cut the water that rinses the bowl | Kohler |
| Blocked vent | The drain cannot pull air, so the siphon is weak; often gurgling too | American Standard; Angi |
| Low supply pressure | American Standard says normal supply pressure must be at least 20 psi | American Standard |
| An early low-flow toilet | EPA says 1990s low-flow toilets sometimes needed a double flush | EPA WaterSense |
Weak flush causes from manufacturer troubleshooting pages, plus EPA WaterSense and Angi.
Bowl water level. American Standard says to check that the refill tube is connected and routed into the overflow tube, and to set the tank water to the level marked on the tank. A refill tube that has popped off leaves the bowl low after every flush, and a low bowl siphons poorly.
Rim holes. Kohler says hard water deposits "can also restrict the water flow through the rim holes". Its fix: shut off the water and flush, ream each rim hole with a paper clip or finishing nail, then pour a lime dissolving cleaner into the rim inlet in the flush valve and let it sit 8 to 24 hours. Use the cleaner in the bowl and rim only. American Standard warns against in-tank cleaners, which it says can seriously corrode tank fittings. If your water is hard enough to block rim holes, the cost of a whole-house water softener may be worth pricing.
Vent. A drain needs air behind the water to flow. American Standard lists a partly clogged vent among weak flush causes, and Angi says a blocked vent shows up as slow drains, gurgling and sewer odors. If the toilet also gurgles, read why a toilet gurgles and what each fix costs. HomeGuide puts plumbing vent cleaning at $100 to $200 on average, and Angi puts a pro vent unclog at $150 to $200, more for severe problems.
Age. The EPA says low-flow toilets from the 1990s "were sometimes associated with performance issues (e.g., requiring double flushing)", while WaterSense labeled models use 1.28 gallons per flush or less and "far outperform traditional toilets from the 1980s and 1990s". A toilet from that era that has always flushed weakly may be a replacement, not a repair.
Toilet won't flush and the water rises: that is a clog
If the tank empties but the bowl fills up and drains slowly or not at all, the toilet is clogged. Plunge it before calling. The steps, including what to use if you have no plunger, are on how to unclog a toilet. HomeGuide prices a plumber snaking a toilet at $100 to $275, and Fixr's cost table lists a clogged toilet at $60 to $700, while the clog section of the same guide says $200 to $700.
When other drains back up as you flush, or the shower drain gurgles, the blockage is past the toilet. HomeGuide puts clearing a main sewer line at $175 to $800; see drain and main line cleaning and, if the line itself is damaged, sewer line repair.

Labor included unless the cell says part. Three cost guides shown side by side, not averaged. Blank cells mean that guide did not price the item.
Labor is most of the bill on small toilet jobs. Fixr lists plumbers at $45 to $200 an hour, and HomeGuide says most have a minimum call-out charge of $50 to $200, so a $9 handle can still cost $50 to $120 installed. HomeAdvisor says night, weekend or holiday toilet work adds $100 to $300. If the parts are fine and only the chain came loose, you may not need a visit at all.
Fix or replace a toilet that keeps flushing poorly?
Repair when one part failed: a chain, a handle, a flapper or a fill valve. Fixr prices a rebuild, which replaces main parts such as the valves and flapper but keeps the bowl and tank, at $250 to $600. HomeGuide puts a complete tank rebuild at about $300, covering the handle, flush valve, flapper and fill valve in one visit. Consider a new toilet when the bowl itself is the problem: an early low-flow model that has always needed two flushes, or a trapway that keeps clogging. New toilet prices by type are on toilet repair and replacement cost.
Questions to ask the plumber about a toilet that won't flush
- What is the service call fee, and does it count toward the repair?
- Is the price flat for the part, or hourly? Fixr lists plumbers at $45 to $200 an hour.
- If the tank parts are worn, what does a full rebuild cost against replacing the one part?
- If it is a clog, will you snake the toilet or pull it, and is a new wax ring included if it comes off the floor?
- If you think it is the vent or main line, what does the camera or roof work cost before you start?
- Where your state licenses plumbers, what is your license number? Can you send proof of insurance?

What to do now when your toilet won't flush
- Stop flushing if the bowl is high. Turn off the valve behind the toilet, as American Standard advises, so the tank cannot refill and overflow.
- Lift the tank lid. Check that the chain is hooked to the handle arm and has a little slack.
- Push the handle and watch the flapper. If it does not lift, adjust the chain; if it lifts and drops at once, the flapper is likely worn.
- If the tank is empty, open the supply valve fully and watch whether it refills.
- If the tank empties but the bowl rises, plunge with a flange plunger before calling.
- Flush once to test. If other drains back up or gurgle, stop and call a plumber; the clog is past the toilet.
Questions people ask
Why won't my toilet flush?
Usually a tank part. American Standard's troubleshooting table lists a loose or disconnected flush chain, a closed supply valve, a blocked supply line and debris in the fill valve. Fixr also lists a loose handle and a worn flapper. Fixr prices these fixes at $50 to $150 with labor.
Why does my toilet have a weak flush?
American Standard lists a low bowl water level, a partly closed supply valve, a partly clogged trapway, drain or vent, and supply pressure under 20 psi. Kohler adds hard water deposits in the rim holes. The EPA says some 1990s low-flow toilets needed double flushing.
How do I fix a weak flushing toilet?
Check that the refill tube is connected and inserted into the overflow tube and the tank water reaches the level marked inside the tank, as American Standard advises. Kohler says to ream the rim holes and soak the rim with a lime dissolving cleaner for 8 to 24 hours. If that fails, plunge or call a plumber; HomeGuide puts snaking at $100 to $275.
How much does it cost to fix a toilet that won't flush?
Fixr prices a handle at $50 to $120, a chain at $50 to $110, a flapper at $60 to $120 and a fill or flush valve at $60 to $150, with labor. HomeGuide puts a flapper and chain installed at about $130. Fixr prices a rebuild, replacing the valves and flapper at once, at $250 to $600.
My toilet won't flush and the handle is loose. What is wrong?
The chain has likely come off the handle arm, or the handle nut inside the tank is loose. Fixr says a loose handle may just need tightening. If the handle is cracked, Fixr prices a new one at $50 to $120 installed; HomeGuide lists the part at about $9.
Can a clogged vent make a toilet flush weak?
Yes. American Standard lists a partly clogged vent as a cause of a sluggish flush, and Angi says blocked vents also cause slow drains, gurgling and sewer smells. HomeGuide puts vent cleaning at $100 to $200 on average; Angi says $150 to $200.
Is a toilet that won't flush an emergency?
It can be. HomeGuide lists a fully clogged toilet, especially in a home with one bathroom, as a plumbing emergency. HomeAdvisor says night, weekend or holiday toilet work adds $100 to $300, so if another toilet works, a weekday visit costs less.
