Solar Panels on a Flat Roof: Ballast, $4 to $14 a Sq Ft
Solar panels on a flat roof sit on tilted racks held down by concrete ballast or anchored through the membrane, and the membrane should outlast the array, because replacing it later at $4 to $14 per square foot for TPO (Angi, 2026) means taking the panels off too.
Ballasted racks usually tilt 5 to 15 degrees and add roughly 4 to 7 pounds per square foot (GAF says up to 5), against 2 to 3.5 for attached racks. The two risks are weight and drainage.
Solar on a flat roof means mounting panels on tilted racks over a low-slope membrane roof, held down either by concrete ballast that sits on the roof or by anchors fastened through the membrane and flashed.
Ballasted or attached racks
| Ballasted | Attached (penetrating) | |
|---|---|---|
| Held down by | Concrete blocks in trays that sit on the roof | Anchors fastened through the membrane into the structure, each flashed |
| Added dead load | About 4 to 7 psf typical, 8 to 12+ psf in high-wind areas (supplier guide); GAF says up to 5 psf | About 2 to 3.5 psf (supplier guide) |
| Tilt | 5 to 15 degrees, 10 most common, 15 in snow country | 10 to 30 degrees |
| Holes in the roof | None | One at every anchor |
| Main risk | Weight and blocked drainage | Leaks at the penetrations |
Load and tilt figures from Portlandia Electric Supply (July 2026, a supplier) and GAF (August 2019). psf is pounds per square foot.

GAF, the roofing manufacturer, notes that ballast "may exceed the capacity of an existing building," so a ballasted array on an older house or row house should start with a structural check. For comparison, Structural Building Components Magazine notes that a common residential truss design assumes about 10 psf of dead load on the top chord, and an attached array adds a fraction of that.
The membrane under the array
| Membrane | How it handles solar | Typical life |
|---|---|---|
| TPO | A good candidate; racks sit on friction pads, often over a slip sheet | 15 to 20 years (Fixr); 7 to 20 (Angi) |
| EPDM | Works, but needs slip sheets so racks do not leave marks in the rubber | 25+ years (Angi); Fixr claims far longer |
| PVC | Needs slip sheets and a chemical compatibility check | Not covered by these guides |
| Modified bitumen or built-up | Granules wear through friction pads, so sacrificial pads are needed | Not covered by these guides |
Membrane notes from Portlandia Electric Supply (July 2026); life ranges from Angi (August 2026) and Fixr (January 2025), which disagree.
GAF also reports that panels over a highly reflective white membrane can run up to 13% more efficiently, which is one reason white TPO and PVC are common under flat-roof arrays.
Drainage and ponding
"Ballasted trays can block or inhibit drainage, which can result in ponding water on the roof membrane," GAF writes. Racks should stay out of drainage paths, every drain should stay reachable, and in freezing climates ponded water turns into an ice load. Look at where water goes on your roof today before anyone draws the layout.

Replacing a flat roof under an array
This is the expensive part. GAF says it is "often cost-prohibitive" to remove an array, replace the roof and reinstall the array, and that the best time to add solar is right after a new roof. GAF also reports NRCA's view that ballasted racks do not meet NRCA's equivalent service life standard. We found no published dollar figure for detach and reset on a residential ballasted array; the per-panel ranges on the removal and reinstall page are the closest guide. If the membrane is more than halfway through its life, replace it first.

Questions people ask
Can you put solar panels on a flat roof?
Yes, on tilted racks that are either ballasted with concrete blocks or anchored through the membrane. Ballasted racks avoid holes but add weight; anchored racks are lighter but each anchor must be flashed.
What angle should solar panels be on a flat roof?
Ballasted racks usually run 5 to 15 degrees, with 10 most common and 15 in snow country. Anchored racks can go to 10 to 30 degrees. Lower tilt means less wind load and less ballast.
How much weight do solar panels add to a flat roof?
Ballasted systems add about 4 to 7 pounds per square foot in typical conditions and 8 to 12 or more in high-wind areas, per a 2026 supplier guide. GAF says up to 5. Anchored systems add about 2 to 3.5.
Do solar panels damage a flat roof?
They can if racks block drains and water ponds, or if racks sit directly on EPDM or PVC without slip sheets. Anchored racks add penetrations that must be flashed.
Should I replace my flat roof before solar?
If the membrane is past the middle of its life, yes. GAF calls removing and reinstalling an array for a reroof often cost-prohibitive. TPO lasts about 15 to 20 years per Fixr.
